An impasse with lawmakers over funding for the border wall - Trump is demanding $5.6 billion, while Senate Democrats have offered $1.3 billion - has partially shut down the federal government since December 22.

Trump reaffirmed that he would consider declaring a national emergency to circumvent Congress and spend money as he saw fit.

President Trump tweeted yesterday that there had been "not much headway" in negotiations.

House Speaker Nancy Pelosi said that the House will begin passing separate bills to reopen the government this week, starting with the funding bill that covers the Treasury Department "so that the American people can receive their tax refunds on schedule".

"It's about safety, it's about security for our country", he said. "It may be better", he said.

McConnell has pronounced both bills dead on arrival in the Senate without Trump's support, but Sens.

Trump is framing the upcoming weekend talks as progress, while Democrats are emphasizing families unable to pay bills.

"That should help us move in the right direction", said Mr Mulvaney, who is also the head of the Office of Management and Budget. "I'm not going to give wall money just to give wall money".

As Pence gets set to meet again with congressional aides, some Democrats in the room question whether anything they discuss with the VP will hold once Trump gets involved or learns of any points of agreement.

Incoming House Armed Services Committee Chairman Adam Smith, D-Wash., said on ABC's "This Week" that the executive power has been used to build military facilities in Iraq and Afghanistan but would likely be "wide open" to a court challenge for a border wall.

But the White House and congressional Democratic negotiators can't even agree on "basic facts", and Democrats are stalling because they think Trump is losing the battle over public opinion, he said.

On Saturday, Pence refused to budge from the more than US$5 billion Trump has demanded from Congress to pay for a portion of the wall, according to two Democratic officials briefed on the negotiations. In past shutdowns, furloughed government workers have been paid retroactively when government funding has resumed and most officials in Washington assume the same will happen this time as well.

Trump said earlier in the day that he was hoping for "some very serious talks come Monday, Tuesday, Wednesday".

"Everybody's playing games, but I can say this, I think that the Democrats want to make a deal", Trump said. She makes up what might be the most progressive freshman class in congressional history, and like Alexandria Ocasio-Cortez, she's a member of the Democratic Socialists of America.

In an interview on NBC, Republican Senator Susan Collins of ME called the debate about whether the barrier should be constructed out of concrete or steel "bizarre", and said she was frustrated that both sides "appear to be intransigent".

Pelosi said that she has a "generational" reaction to that language and wouldn't use it, but that she won't censor her colleagues.

House Democrats plan to pass a series of bills this week to reopen government, breaking up the legislation they have already approved in a bid to get Republicans to agree to reopen certain agencies, Hoyer said on "Meet the Press". "I can't say that we're close (to a solution)", he told CBS, "because the president's made it clear he doesn't care".
