The incident, which happened shortly after midnight on Tuesday in the west central city of Bottrop, injured four people.

"Investigating authorities are now working on the assumption that this was a targeted attack, possibly motivated by the anti-foreigner views of the driver", police said, adding that there were indications the suspect had a mental illness.

A dozen people have been injured in two separate vehicle attacks, after authorities say motorists deliberately plowed through New Year's crowds celebrating in Germany and Japan just after the clock struck midnight.

He then headed to the city centre and drove into a crowd.

A police spokeswoman said Syrian and Afghan citizens were among those injured, but gave no further details. "He...deliberately drove into a group of people and injured four in total, one was a child, one was seriously injured, was life-threateningly injured".

He later attempted to drive a group of people waiting at a bus stop in the neighboring Ruhr city of Essen, but he was stopped by police.

The unemployed man reportedly told police that "the high number of foreigners is a problem for Germany that he wants to solve", said Spiegel.

"Investigators suspect it was a deliberate attack that may be linked to the xenophobic views of the driver", according to a statement from local police.

"In addition, investigators have preliminary information about a mental illness of the driver".

"Investigating authorities are now working on the assumption that this was a targeted attack, possibly motivated by the anti-foreigner views of the driver", police said. One remains in the hospital, according to police. The attack was claimed by the Islamic State group.

The driver first tried to run over a person, but they managed to get out of the way.
