John Bolton, Trump's national security adviser, said Tuesday the president wants to hold a second meeting with Kim because North Korea has not lived up to the commitments it made last summer.
The second site appears to be a new facility, although experts that CNN talked to from the Middlebury Institute speculated that the new site may be part of the Yeongjeo-dong base.
"Absent mechanisms for the on-the-ground verification by inspectors, we can not confirm that North Korea has taken any other denuclearization steps at this time", he said.
But their geographic locations make them ideal to "house long-range missiles", they said in a report they were preparing.
"Those missiles are being deployed at bases throughout North Korea, many of which have always been known to outside analysts".
Satellite images have picked up activity at a North Korean missile base. He declined to share further details.
United States president Donald Trump said after the summit that Chinese president Xi Jinping had agreed to work with him on North Korea, amplifying Pyongyang's concerns over the summit's implications for China's North Korea policy, including Chinese support for an easing of United Nations sanctions. He later closed his country's only known nuclear test site and offered to demolish a stand for testing missile engines. Nor has he abandoned instructions to "mass produce" these weapons that he gave as recently as his New Year's speech in January.
"Satellite images show that the base remains active", an institute report states, CNN reported.
"Those missiles are being deployed at bases throughout North Korea, many of which have always been known to outside analysts", the report stated.
"Beijing may be using this opportunity to share the information [on the summit results] with North Korea", Zhang said. "These shelters are similar to the ones seen at the older portion of the Yeongjeo-dong base". But Lewis and Schmerler said that in recent years North Korea had significantly expanded what appeared to be another missile base in Hoejung-ni.
The images indicate that North Korea was building an extremely large underground facility in 2017 and that this facility was still under construction as of August 2018. "Any denuclearization agreement would require North Korea to allow worldwide inspectors to determine that these units are no longer armed with nuclear weapons", according to the report from Lewis and Schmerler. But the country has never signed any agreement to curtail or disclose its missile capabilities. Trump described the dismantlement in a tweet as "very exciting".
Bolton said the U.S. would press ahead with a second meeting shortly after the start of the new year - saying, "January, February" - in the hope of making further progress.
