Details of Downing Street's renewed efforts have emerged just three days after the prime minister addressed the CBI's annual conference, arguing that her deal offered business the certainty it craved while ensuring that Britain would regain control of its borders. According to Article 184 of the draft divorce deal, "the European Union and the United Kingdom shall make every effort, in good faith and with full respect for their respective legal systems, to adopt the measures necessary to negotiate rapidly the agreements governing their future relationship".


According to a leaked copy of the political declaration seen by CNN, it "establishes the parameters of an ambitious, broad, deep and flexible partnership".

As things stand, British banks would only be granted access to the European market if the UK's rules and regulations remain closely aligned, another example of the EU preventing Britain from forging its own destiny after Brexit.

The actual legal text will have to be negotiated after Brexit on March 29, and that could well be even more complicated than what has come so far.

Though Britain "should have very close economic relations with us", Merkel did underscore the difficulties that may arise in any attempt to keep services seamless.

Alongside the exit conditions, work is still being done on the future relationship between the United Kingdom and the European Union, Merkel said.

But Spain insists on its future right to discuss the status of the peninsula bilaterally with the United Kingdom, and is seeking clarity that this draft deal will allow it to do so.

A draft of the political declaration has been sent to EU capitals for their endorsement.European Council President Donald Tusk said earlier.

His words are in line with those of Foreign Minister Josep Borrell, who was surprised that the divorce deal did not specifically recognize Madrid's negotiating capacity with regard to its future relationship with Gibraltar outside the EU.
