Jinhua is completing "substantial production capacity" for integrated circuits, possibly using USA technology, which "threatens the long-term economic viability of US suppliers of these essential components of USA military systems", said a Commerce Department statement.

"When a foreign company engages in activity contrary to our national security interests, we will take strong action to protect our national security", Commerce Secretary Wilbur Ross said in a statement. Last year, Micron filed suit against UMC, alleging that UMC stole memory technology from the company and transferred it to Jinhua Integrated Circuit Co.

President Donald Trump has imposed tariffs of up to 25 percent on $250 billion of Chinese goods in an effort to pressure Beijing to roll back those plans.

In a similar move earlier this year, the department blocked sales of component to different Chinese companies including ZTE Corporation. The company has now been put on what is known as an Entity List, which will require Jinhua to apply for a license in order to receive U.S. exports of commodities, software, and technology.

Reuters noted in their coverage that the Trump administration cut off the Chinese state-backed chipmaker from us suppliers amid allegations the firm stole intellectual property from usa semiconductor company Micron Technology Inc.


The Commerce Department said that ZTE lied to American officials about punishing employees who violated United States sanctions against North Korea and Iran.

The action against Fujian Jinhua is likely to ignite new tensions between Beijing and Washington since the company is at the heart of the "Made in China 2025" program to develop new high-technology industries. Micron went to the federal district court of northern California to accuse UMC of hooking up with Jinhua to build a DRAM lab, and headhunting Micron staff (who brought intellectual property with them, Micron alleged) to run it.

He said the export restrictions would limit Jinhua's "ability to threaten the supply chain for essential components in our military systems".

Fujian Jinhua is nearing completion of a mammoth $5.7 billion factory in China's Fujian province, a factory that is said to dwarf any existing plants. So far, Washington has imposed tariffs on $200 billion of Chinese goods and Beijing retaliated with tariffs on $60 billion of USA goods and stopped buying American oil.
