Poverty may play a role in the complex decision process granting asylum, but the status is reserved for people who have a justifiable fear of persecution in their own country based on factors such as their race, religion or political views.

Choosing Jalapa del Marques as the next stop appeared to indicate they are opting to travel via Oaxaca state's eponymous capital instead of turning north toward the Gulf coast state of Veracruz, which is a common transit route toward McAllen, Texas.

"T$3 hese illegal caravans will not be allowed into the United States", the president said.

Under the current Immigration and Nationality Act, "Any alien who is physically present in the United States or who arrives in the United States (whether or not at a designated port of arrival and including an alien who is brought to the United States after having been interdicted in global or United States waters), irrespective of such alien's status, may apply for asylum in accordance with this section".

Trump spoke during a presentation of his controversial policy on cracking down against what he says is uncontrolled illegal immigration.

Mr. Trump brushed aside those complaints.


"This is totally legal". "Nobody's even questioning that". "We'll go up to anywhere between 10,000 and 15,000 military personnel on top of Border Patrol, ICE and everybody else at the border", he said Wednesday. "These are not angels. The second caravan is loaded with them".

The migrant caravan making its way toward the USA border hasn't stopped but it is seeing some attrition after Mexico refused to provide the group with transportation.

Trump also tweeted a video Wednesday alleging, without evidence, that Democrats were responsible for allowing a homicidal immigrant into the U.S. The video was reminiscent of the infamous "Willie Horton" ad used against Democratic presidential candidate Michael Dukakis in 1988 and condemned as racist. On Monday, they announced that about 5,200 were being deployed. But as of now, none of the troops will engage in actual enforcement.

But troop estimates have been changing at a dizzying pace.

"Hopefully that won't be necessary".

"We're not releasing them into our country anymore", he said.

Later, he told reporters at the press conference that migrants who attempt to use rocks to attack US authorities will be treated as if they were using guns. "When they throw rocks like they did at the Mexico military and police, I say consider it a rifle".

But it remains unclear how many people now en route to the US will even make it to the border.

Yet the numbers suggest there is a growing problem at the border. Currently, there is a backlog of about 700,000 cases, and it can take years for claims to get resolved. Another 58,000 children traveling on their own, without parents, were also snared. "And the federal court said 'No, this is absurd.' What you're trying to do is deter future asylum seekers by detaining these asylum seekers and promising they would be rapidly deported to their home countries". Of the families arrested in 2017, more than 98 percent still remained in the U.S.as of last month, Homeland Security says. "The United States can not possibly absorb them all".

"We're going to no longer release".

Calling the caravans -at present making their way towards the US- an "invasion", Trump claimed that there are many tough people and criminals among the crowd. But when they were prosecuted, their children were separated and turned over to social services agencies - sparking a major crisis for the administration.
