The storm will make landfall at the Carolinas Friday.

A mother and baby were killed when a tree fell on a house, according to a tweet from Wilmington police.

"This rainfall would produce catastrophic flash flooding and significant river flooding", the NHC said.

Federal Emergency Management Agency administrator Brock Long warned on Thursday that inland flooding could be deadly and the cleanup will take time and patience.

More than 415,000 homes and businesses were without power September 14 morning according to poweroutage.us, which tracks the nation's electrical grid.

Storm surge has accounted for about half of the deaths in hurricanes since 1970, according to the National Hurricane Center.

The hurricane has claimed its first victims as it crashed into North Carolina, making landfall near Wrightsville Beach. Thus far, 1.7 million people have been required to leave their homes in the coastal areas of North Carolina, South Carolina, and Virginia, and millions of homes have been put under official watch or warnings for extreme weather conditions.

Emergency officials on Wednesday urged millions of residents along the southeastern US coast to finish preparations ahead of Hurricane Florence, which is expected to unleash damaging winds and life-threatening amounts of rain when it makes landfall this week.

"To those in the storm's path, if you can hear me, please stay sheltered in place", North Carolina Governor Roy Cooper said at a news conference in Raleigh, adding that Florence would "continue its violent grind across the state for days".

But previous research has shown that the strongest hurricanes are getting wetter, more intense and intensifying faster due to human-caused warming.

That's about 220 miles from Wrightsville Beach, North Carolina, where Florence made landfall as a Category 1 hurricane at 7:15 a.m. September 14, coming ashore along a mostly boarded-up, emptied-out stretch of coastline.

Parts of North and SC were forecast to get as much as 40 inches of rain (1 metre).

"We may have 60% of the tobacco harvested in North Carolina".

Though Florence won't be making landfall until Friday, tropical-storm-force winds - 39 to 73 miles per hour (63 to 117 km/h) - will begin whipping through coastal regions as early as tomorrow, making it exceptionally risky to be outside, Graham said.

In New Bern, population 29,000, flooding on the Neuse River left 500 people in peril.

Blowing ashore with howling 90 miles per hour winds, Florence splintered buildings, trapped hundreds of people and swamped entire communities along the Carolina coast Friday in what could be just the opening act in a watery, two-part, slow-motion disaster.

Forecasters say that the situation will worsen when the storm will move in land.

A North Carolina city says about 70 people have been rescued from a hotel whose structural integrity is being threatened by Hurricane Florence.

"WE ARE COMING TO GET YOU", New Bern city officials said on Twitter.

"But I'm staying", she said.
