As part of the IGAD-led comprehensive peace process, President Kenyatta is expected to convene the third session of the face-to-face meetings and negotiations between President Salva Kiir and Dr. Riek Machar during which the implementation mechanisms of the peace accord are expected to be agreed upon.

The signing ceremony was attended by Presidents Omer al-Bashir, Yoweri Museveni, Uhuru Kenyatta, Ismail Omar Guelleh, Somali Prime Minister Hassan Ali Kheire and Ethiopian Deputy Prime Minister, Demeke Mekonnen.

President Salva Kiir and his bitter rival Riek Machar were in neighboring Sudan to sign the deal, under which the rebel leader is set to return to a unity government as the first of five vice presidents, an AFP correspondent reported.

He said the agreement signed by President Kiir and Machar as well as other political parties signals their desire to end the conflict that has caused a lot of suffering to the people of South Sudan.

"In fact, such an agreement may sow the seeds of another cycle of conflict", it said.

The agreement outlines guidelines on power-sharing and governance, including settling boundary disputes, which will be guided by a Boundary Commission, and provides for an avenue for the people of South Sudan to participate in a referendum if need be to settle those disputes.

"These outstanding issues that are not yet resolved we shall resolve them as soon as I land in Khartoum", said Kiir who added that the agreement when finalized will hold due to fact it was not mediated under pressure and intimidation.

With the country's agricultural sector severely disrupted, seven million South Sudanese - more than half of the population - will need food aid in 2018, the United Nations says.

Thousands of people have died in the 2013 civil war after troops loyal to the rebel Machar clashed with government troops.

In order to accommodate the demands of various factions, the new government would also be made up of 550 lawmakers and 35 ministers.

A similar arrangement fell apart in July 2016 when fighting erupted in the capital, Juba, and Machar fled the country.
