The U.S. government said in court filings on Thursday that it lacked the technical capability to quickly provide states with information about children separated from their parents at the U.S. -Mexico border under President Donald Trump's "zero tolerance" policy toward illegal immigrants. "We're the laughingstock of the world".

One official told the Senate Judiciary Committee that while the Trump administration was developing its immigration policies, Health and Human Services officials said they were anxious "about any policy which would result in family separation due to concerns we had about the best interests of the child". A shutdown when government funding expires at the end of September, just weeks before the midterm elections, would be the second under unified Republican control of Washington, after a weekend stoppage in January.

After the meeting, Senate Majority Leader Mitch McConnell told a radio interviewer that a shutdown so close to the November 6 midterm elections won't happen.

"I always leave room for negotiation", Trump said during a press conference with Italian Prime Minister Giuseppe Conte at the White House, adding that he has drawn no "red line" on the matter. "But this has been many years", Trump said. Instead, he simply ticked down a list of border security funding priorities and immigration reforms that he would like to see.

"It's time we have proper border security. We have to change our laws". The president's statements came as a surprise to congressional Republicans who thought they were all on the same page.

Democrats and some Republicans have objected to some of the changes Trump seeks.

The AP reported last month that children held at an immigration detention facility in Virginia said they were beaten while handcuffed, locked in solitary confinement and left nude and cold in concrete cells. "The president, I think, wants us to have policies that work for America and work for Americans, and I think that's what we are going to move forward with". On the Hill, GOP members of the Senate Appropriations committee had similar thoughts about the possibility of a government shutdown on Monday.

Assuming the annual bills pass and are signed by the president before the start of the fiscal year, the border wall fight could become a point of tension with Democrats later as lawmakers finish legislation funding the remaining government agencies. "We'd get blamed", Sen. "Vote 'R, '" he said. "I'd prefer a deal that would be a win-win." Sen.

McConnell later told a radio interviewer that a shutdown so close to the November 6 midterm elections won't happen. McConnell was asked in a Friday interview with WHAS if he feared a shutdown.

Mr Ryan said after the meeting: "The president's willing to be patient to make sure that we get what we need so that we can get that done". -Mexican border a centerpiece of his campaign, Trump has struggled to bring Congress around to the idea of spending much money on it. "There are a lot of things I'm unhappy about in this bill".

"We are united in our conviction that strong nations must have strong borders", Trump said. When it comes to the actual numbers for border security funding, the House and Senate have not concurred.

The $5 billion is well above the $1.6 billion in the Senate version of a bill funding the Department of Homeland Security. The House is now in recess, returning after Labor Day.
