The inaction sparked global outrage, including criticism from Pope Francis and opposition from world leaders.

Trump had tweeted early Wednesday, before issuing his order, "It's the Democrats fault, they won't give us the votes needed to pass good immigration legislation".

President Donald Trump is reportedly considering signing an action that would prevent the separation of illegal immigrant parents from their children.

The executive order directed government lawyers to seek a modification of the Flores settlement, a consent decree from 1997 that bars the federal government from holding children in immigrant detention for more than 20 days. Under the Obama administration, such families were usually referred for civil deportation proceedings, not requiring separation.

ICE is already stretched to capacity with adult detainees. I believe that Obama's remarks speak for the vast majority of Americans today, and President Trump has clearly begun to understand that himself.

Trump said his immigration policy "continues to be zero tolerance". It seems the anti-immigrant hard-liners have chose to fight Flores, the result being the incarceration of families for weeks or even months. The settlement was later modified to say that children should not be held longer than 20 days.

In most cases, that window is not enough time for those families to go before an immigration judge, so ICE has typically released families together with some form of electronic monitoring.

The growing crowds at these detention centers have thrust Trump's immigration policy into the spotlight, and he has faced calls to end the separation of families from Democrats, Republicans, celebrities and commentators, many of whom were silent while the Obama administration did the same thing.

In Europe, Trump's "zero tolerance" policy has been met with fierce criticism.

"We want Walmart to immediately stop accepting payments for the purchase of this building and to invest $4.5 million (purchase cost) towards reuniting detained children with their parents", said Amy Ritter, communications director for Making Change at Walmart. "They are seeking asylum alleging persecution in India, and it would be absurd for the Indian government to help them establish that", said a former Indian immigration official who did not want to be identified.
