Merkel's Christian Democrats and their Bavarian sister party, the Christian Social Union (CSU), are embroiled in their own dispute over immigration that has threatened to break apart her coalition government.

Most migrants attempting to reach Europe from Africa take the sea route from Libya to Italy, though previous year saw a spike in numbers departing from Morocco to Spain instead.

Dr Merkel, who must now seek agreements with other member states to appease Mr Seehofer, said that "we are in favour of supporting affected states, and of course for solidarity between member states".

Addressing reporters in Berlin after her meeting, Merkel called the dispute "a very hard situation" but insisted that "the CDU and the CSU have the common goal of improving regulation of migration in our country".

"Our colleagues consider the latter option very unlikely and see a further muddling through with no clear victor but a substantially damaged Merkel as the most likely outcome".

Analysts at Deutsche Bank suggest that the German political drama was the main story in Europe yesterday where Chancellor Merkel was forced into considering concessions to stave off a potential political crisis.

As outlined in his "migration master plan", Seehofer wants to refuse asylum access to German territory if they have already formally entered the Schengen zone via another country. That route has since been closed under a 2016 deal Turkey-EU deal.

Another poll released Friday found that 66 percent of respondents are in favor of a European solution to the refugee issue, promoted by Chancellor Merkel.

She also agreed to the request of the party to impose a ban on the admission of migrants, previously expelled from Germany.
