But Mr. Ryan became the highest-ranking Republican to throw cold water on that interpretation, which Democrats and former high-level law enforcement officials have claimed was an effort to discredit the ongoing investigation into Mr. Trump and his campaign. During an interview with Fox Business Network on Wednesday, Rep. Matt Gaetz (R-FL) openly mused about removing Ryan from his role as House Speaker ahead of November's elections.

During a press conference earlier in the day, Ryan told reporters that "no one is above the law" when asked if Trump has the ability to pardon himself. "Normally I don't like to comment on classified briefings". The full Gang of Eight - which includes the Republican and Democratic leadership in the House and Senate, as well as the top Republicans and Democrats on the Intelligence committees - received the same briefing later the same afternoon. House Intelligence Committee Chairman Devin Nunes, R-Calif., demanded documents on the informant and its contact with Trump campaign officials, while Trump dubbed the matter "spygate" and said it was "starting to look like one of the biggest political scandals in USA history".

After reviewing highly classified information last week, Republican Representative Trey Gowdy, chairman of the House Government Oversight Committee, dismissed the assertion that USA agents targeted Trump.

Ryan also rejected Trump's claim that FBI investigators illegally placed an informant inside his campaign.

On Wednesday, Ryan agreed with a key House Republican who says there's no evidence that the Federal Bureau of Investigation planted a "spy" in Trump's 2016 campaign.


Trump has denied he colluded with the Russians, obstructed justice or committed any wrongdoing, and repeatedly calls Mueller's investigation a "witch-hunt".

On Thursday, after the Justice Department offered the new briefing, Burr said "I have a hard time figuring out what else they could produce".

McConnell said Tuesday the question of whether Trump has legal authority to pardon himself is "an academic discussion", but Trump "obviously knows that would not be something that he would or should do".

He said the department had brought documents to the previous briefing, but "I didn't need to look at them because I knew what they were".

Trump recently said he has the "absolute right" to pardon himself if it were necessary - which Trump says it won't be, because "I have done nothing wrong".
