A man has shot dead two female police officers and a civilian in the eastern Belgian city of Liège, public broadcaster RTBF said on Tuesday.

Federal prosecutors, for their part, said that there was evidence that they were dealing with "terrorist murder", adding that Mr Herman appeared to have responded to online calls from the terrorist group Islamic State (ISIS) to stab police officers and use their service weapons to cause carnage.

Herman had shouted "Allahu Akbar", the Muslim affirmation of faith, during his attack and he had had contact with Islamist radicals in jail in 2016 and early 2017.

Herman then fatally shot a 22-year-old man in a auto, officials said.

Belgum's interior minister Jan Jambon has revealed Herman "committed a murder the night before", killing a former inmate who he did prison time with. He was apparently hit over the head with a blunt object.

Lamny said "that's touched me really bad, because that is where I live and every morning I am scared that something like this will happen and every day it happens a little bit closer to home".

She said: "I told him: "you are in a school here, you can not come in a school, it is not right what you are doing".


'They reacted well. All the systems, all the procedures worked.

The police officers were stabbed from behind before one of their firearms was used to kill them, prosecutor Philippe Dulieu told reporters.

As questions mounted about why Herman was freed from prison, Justice Minister Koen Geens told RTBF radio he felt "responsible" for Tuesday's bloodshed.

Local prosecutors are investigating terrorism as one possible motive for Tuesday's attack.

"The question is whether the fact that he meets or if he prays in a group for example, is that a sufficient sign of radicalisation to treat him like a risky terrorist". A 22-year-old man who was in the passenger seat of a vehicle parked nearby was also fatally shot. "He was shot dead", the spokesman said. When armed police arrived at the scene, Herman opened fire, injuring several officers, before he was shot dead by police. The Liege Police Force paid tribute to its colleagues who died in the attack. Police and security officials also assembled in Brussels and Antwerp to mourn the loss of their two colleagues. However, Belgium's crisis center said it saw no reason to raise the country's terror threat for now.

Belgian Prime Minister, Charles Michel, has since offered his support to the victims and their families, while condemning the "blind and cowardly violence" of the attacker.

Belgium has been on high alert since January 2015, when authorities neutralized a terror cell in a town near Liege that was plotting an attack on police.
