At the House hearing, Democrats grilled Mattis on the wisdom and legality of Trump ordering an attack on Syria without explicit authorization from Congress. Mattis argued it would be justified as an act of self-defense, with 2,000 US ground troops in Syria; he insisted he could not talk about military plans because an attack "is not yet in the offing".

It is a military decision and one with enormous risk that could trigger a Russian retaliation, ITV's Robert Moore reports.

Macron doesn't need parliamentary permission to launch an operation.

The Syrian government denies responsibility.


Syrian opposition activists and medics say a suspected gas attack last week in Douma killed more than 40 people.

Echoing the U.S. stance, France's Ambassador Francois Delattre said Assad's government had reached a "point of no return" with repeated use of chemical weapons. "We need to know where that's going, what the goal of it is before we take that act".

The United States, Britain and France made the case at the United Nations on Friday for military action against Syria, saying President Bashar al-Assad's repeated use of chemical weapons posed a threat to the world.

Twenty-one percent of the respondents said they did not know if it was necessary to hold a parliamentary vote on whether London should engage in the military actions against Syria.

Post-World War II Germany typically has been reluctant to engage in military action, and parliamentary approval is required for any military missions overseas.

It has been observed in subsequent military deployments in Libya and Iraq and many British lawmakers and voters are deeply sceptical of deepening involvement in the Syrian civil war.

Britain has been launching air strikes in Syria from its military base in Cyprus, but only against targets linked to the Islamic State militant group.

Mr. Mattis said that although the United States has no hard proof, he believes the Syrian government was responsible for Saturday's attack.
