UK's national adviser says Russian Federation spied on Skripals

He said the highest concentration of Novichok was found on Sergei Skripal's front door.

Russia's ambassador to the United Kingdom said the claim that Russian intelligence had been interested in the Skripals since at least 2013 came as a "big surprise".

At a press conference arranged before the release of the letter, Russian ambassador to the UK Alexander Yakovenko said he had not been made familiar with the allegations within it. The same facility was named in a report by British newspaper The Times last week as the location where the nerve agent used on the Skripals was manufactured, with the paper citing British security sources.

"We therefore continue to judge that only Russian has the technical means, operational experience and motive for the attack on the Skripals and that it is highly likely that the Russian state was responsible", he said.

Mr Sedwill - who published the letter on Twitter on Friday - also said that Russian Federation has tested means of delivering chemical agents "including by application to door handles", pointing out that the highest concentration of the chemical found after the attack was on Skripal's front door handle.

Mr Sedwill's letter provided some detail of the intelligence Prime Minister Theresa May referred to in the House of Commons when she claimed Russian Federation was "highly likely" to have been behind the poisoning.

Besides, the poisoning of Alexander Litvinenko in 2006 was mentioned in the letter as well.

The Organisation for the Prohibition of Chemical Weapons (OPCW) - the global chemical watchdog - confirmed on Thursday that the Skripals were poisoned with a toxic chemical of "high purity".

Both Mr. Skripal and his daughter were found unconscious on a bench in the town of Salisbury in early March, after they were poisoned.

According to the data, Yulia Skripal's e-mail accounts were the target of the specialists of Russian intelligence service.

The OPCW has completed its independent analysis of the chemical substance used in the Salisbury attack.

He questioned the authenticity of a statement issued by Ms Skripal through the Metropolitan Police saying she did not want to meet Russian officials.

Separately, Maria Zakharova, Russian foreign ministry spokesperson, said Moscow would not accept any conclusions about the poisoning unless Russian experts were given access to the investigation.

"Normally, you don't worry about some impurities because they don't get in the way of the major task that you're using the chemical for, which is to poison someone".

Her father remains hospitalized but is no longer in critical condition.
