Roughly one day after New York City police officers shot and killed a mentally ill black man the department has released video clips and transcripts of the 911 calls received in the moments leading up to the confrontation.

Police say four officers fired 10 rounds at Vassell after he crouched and pointed the object at them.

"I messaged Attorney General Schneiderman this morning to thank him for opening an investigation into the police shooting of Saheed Vassell in Crown Heights". "We're committed to conducting an independent, comprehensive, and fair investigation".

New York City Mayor Bill de Blasio called Vassell's death "a tragedy by any measure" but stopped short of blaming the police.

In at least a quarter of all fatal police shootings since January 2015, the person shot and killed is believed to have been in the midst of a mental or emotional health crisis at the time of the shooting, according to an analysis by The Post.

"With this settlement, that kind of concludes the three cases, and we also see it as the beginning of a kind of a new chapter, so to speak, in the NYPD's relationship with our communities", Khera said.

Jaccbot Hinds, 40, told the Daily News that he witnessed the shooting and said officers did not warn Vassell before opening fire.


Vassell was known to both the Brooklyn community and police as being mentally ill; his father said he had bipolar disorder.

The death of the 34-year-old Jamaica-born welder happened on the 50th anniversary of Dr. Martin Luther King's assassination. Protesters carrying Black Lives Matter signs arrived later in the evening, the Times reports. An Indian officer with six years on the job was from the Strategic Response Group, a squad that responds to major events, large protests, as well as shootings and other crimes.

Witnesses said the officers jumped out of an unmarked vehicle and started shooting without warning. The NYPD will also allow the New Jersey plaintiffs to recommend changes to the NYPD's training policies as they pertain to religion and the First Amendment. They didn't say please.

Jaccbot Hinds, who was one of the witnesses at the time of shooting, said officers jumped out of their unmarked police auto and fired at Vassell without warning.

His 15-year-old son, Tyshawn, said there was no reason to kill his dad.
