The President said he also wants to discuss Ukraine, North Korea, and Syria with the Russian leader - but made no mention of election meddling, attacks on the us power grid or the poisoning of a former spy in England.

The leaders underlined the importance of coordinated efforts on limiting the arms race are in favor of reviving economic cooperation, especially on energy.

Though President Trump has faced many criticisms over Russian meddling in the 2016 election, we should note that President Obama also congratulated Putin on his "win" in 2012, though he did wait a few days.

Trump said they would meet in the "not too distant future" to discuss limiting a growing arms race, Ukraine and Syria.

The two men however did not discuss the nerve agent attack, the Kremlin said.

Mr Putin and Mr Trump agreed to instruct Russian Foreign Minister Sergei Lavrov and Mr Mike Pompeo, Mr Trump's Secretary of State pick, to make contact "as soon as possible" to discuss meeting logistics, Kremlin spokesman Dmitry Peskov told reporters on Wednesday.

On March 15, Washington imposed sanctions on Russian entities and individuals over what US intelligence agencies say was Moscow's meddling in the 2016 USA presidential election that put Trump in the White House.

Trump did tell reporters that he would meet with Putin in the "not too distant future".


The statement says they also expressed satisfaction with the apparent easing of tensions over North Korea's weapons program.

Bafflement in Washington about Trump's attitude to Putin is sure to be exacerbated by a Washington Post report that Trump did not follow briefing materials provided by his advisers which warned "DO NOT CONGRATULATE" - a reference to Putin's re-election and which also called on him to condemn Russian Federation over the attempted assassination of one of its former spies and his daughter in Britain.

Trump's administration says Russian Federation assaulted American democracy, used a nerve agent in an attack on the soil of its closest ally, Britain, and just held an election that can not be judged free and fair.

U.S. Special Counsel Robert Mueller and three congressional committees are investigating the alleged Russian meddling in the election and whether associates of Trump colluded with Russia. His friend, the Chinese President Xi Jinping, has more than made-up for the lacklustre global response by terming his country's partnership with Russian Federation being at the "best level in history".

He added that by congratulating Putin, Trump has "insulted every Russian citizen who was denied the right to vote in a free and fair election to determine their country's future".

The sources said the most severe option being considered is for the USA to expel more Russian diplomats.

The former KGB agent won reelection to a fourth term on Sunday as opposition groups raised questions about voting irregularities.

The two leaders plan to meet in the "not too distant future" to discuss the "arms race" between Russian Federation and the U.S., Trump said. "Maybe we'll have to give that a shot some day", Trump said in a closed-door speech to Republican donors at his Mar-a-Lago Club in Florida several weeks ago, a recording of which was obtained by CNN.
