The business groups said while they had serious concerns about China's approach to trade, unilateral tariffs by the USA would only separate the country from allies, and encourage them to replace the United States business presence in China when Beijing retaliates.
Trade associations also publicly pushing back include the U.S. Chamber of Commerce, the National Retail Federation and the Information Technology Industry Council.

USTR has argued that China uses a range of practices to force companies to transfer IP, and Chinese entities engage in widespread theft of USA trade secrets, as it seeks to become a leader in advanced manufacturing and artificial intelligence. "As you continue to investigate harmful technology and intellectual property practices, we ask that any remedy carefully consider the impact on consumer prices", the petitioners wrote.
