China passes law to allow President Xi Jinping to rule for life

Xi signaled his strength past year when he had his theories added to the Communist Party charter and he bucked the trend to designate a successor at the end of his first term.

The party loyalists who attend the annual session of parliament have said the decision is popular with ordinary Chinese people and asserted that China was lucky to have a leader of Xi's calibre.

The Communist Party's power-broking congress in October confirmed Xi's induction into the leadership pantheon alongside Mao and market reformer Deng Xiaoping by writing his name and political ideology into the party's constitution.

In another major constitutional change approved Sunday, a national anti-corruption agency, called the National Supervision Commission, was approved.

In late February, the Central Committee of the Chinese Communist Party proposed the removal of the constitutional provision implying that Chinese president and vice-president should serve no more than two consecutive terms.

Western China experts and Chinese liberals fear Xi's move sounds the death knell for China's system of collective leadership and returns the country to an era of repressive one-man rule.

The change in presidency aligns it with the other posts Xi holds, as head of the Communist Party and head of the military, neither of which have term limits, Kuhn says.

China officially ended presidential term limits which in effect means that the current President Xi Jinping can remain in power indefinitely.

On Sunday, in a sign of the vote's sensitivity, government censors were said to be aggressively scrubbing social media of opposition to the historic move. The political mantra in Beijing is that only Xi's leadership can allow the Asian giant to become a global superpower by 2049, the centenary of the People's Republic of China.

While some scholars questioned the wisdom of the move, others said they saw value in sending the message that Xi would be setting policy for many years to come.

With the term limit gone, Xi can rule China until he retires, dies or is ousted. The reality is that constitutional amendments adopted at that meeting do not even allude to economic reforms, but it seems clear, given its draft, that y could have an indirect impact on m.

Russian President Vladimir Putin's almost absolute control of his country's politics for nearly two decades may give a hint of what Xi's rising status could trigger both internally and externally.

"He wants to prevent power from falling into the hands of technocrats like Jiang (Zemin) and Hu (Jintao)", Wu said, referring to Xi's two predecessors.
