Daylight saving time begins at 2 a.m. Sunday, March 11, with clocks turning ahead one hour.

One year following Willett's advocating and lobbying for daylight saving time, Sir Robert Pearce introduced a bill in the House of Commons to make it mandatory to adjust the clocks. The federal government tells us when to spring forward, beginning daylight saving time the second Sunday in March, so we spring forward like good citizens (except for Hawaii and most of Arizona, states that asked to be excluded). You'll set it back one hour at 2 a.m. on November 4. If signed, the "Sunshine Protection Act" would require Congressional action to officially move from standard time to DST, doing away with the twice-yearly clock change in the state. However, it is also a reminder that "springing forward" means losing an hour sleep the next day.

A standardized system of beginning and ending daylight saving time came in 1966 when the Uniform Time Act became law. The province, however, adopts Central Standard Time for itself year-round, nullifying daylight saving time. Studies have indicated that losing that extra hour of sleep can raise the risk of everything from heart attacks to auto accidents, especially on the Monday following the time change.


Of course, not everyone in the USA recognizes this twice-annual ritual: Daylight saving time is not observed in Hawaii, American Samoa, Guam, Puerto Rico, the Virgin Islands, or most of Arizona. For a small percentage of people, it takes about a week or even more before they feel adjusted to the new time. Any state can opt out of daylights saving time.

Benjamin Franklin did not propose Daylight Saving Time. Harvey Peeler of Cherokee County, calls for the state to "conduct a study concerning the feasibility and the economic and other consequences of the State of SC exempting itself from the provisions of Daylight Saving Time as permitted by federal law".
