The petitioner was filed by Congress leader Tehseen Poonawalla who stated that the four these states (Gujarat, Madhya Pradesh, Haryana and Rajasthan) had failed in their duty to maintain law and order.

Padmaavat was supposed to hit the screens on December 7, 2017, but its release and certification were delayed and stalled because of repeated protests and threats of violence by Rajput groups led by the Rajput Karni Sena. The state governments and cinema owners are also fearful of more violent acts in the future and hence, are calling off the scheduled screenings of the film. Earlier in the day, reports said clubs and bars in the district had been ordered to stay closed from 7 pm on Wednesday till further orders.

Vinay Pratap Singh, in a statement, said, "Direction under section 144 is necessary to impose restrictions on the presence of persons carrying firearms and other articles capable of causing injury, raising slogans and exhibiting placards within 200-metre radius of cinema halls/multiplexes under Section 144".
