Some LI lawmakers back plan to study marijuana legalization

Eight states and the District of Columbia have legalized recreational marijuana, including MA and California. State Sen. John DeFrancisco, a Republican, has been talking to party members statewide about the prospect and former Syracuse Mayor Stephanie Miner has been toying with the idea of challenging Cuomo in a primary.

NY lawmakers want to know if a new state initiative aimed at reducing property taxes is working as intended.

The governor is not expected to talk in-depth about a proposed congestion pricing plan for the East River bridges. The marijuana panel news was reported by the Daily News ahead of Cuomo's speech.

NY1 will carry the governor's budget address live starting at 1 p.m., along with analysis by political anchor Errol Louis.

Speaking in Albany Tuesday, Cuomo said that by shifting from an employee-based income tax to an employer-based income tax would allow workers to retain their current after-tax earnings while shortchanging the federal government. And the employers may still deduct those payroll taxes on their federal return.

"I think it is time to look at what the economic impact of legalization could mean for the budget and we could have a real debate on what legalization could mean", she said.

He also said he'd like to see the state create a dedicated funding stream for transportation projects out of existing resources, according to the News.


Meanwhile, education aid will increase about $769 million, or 3 percent.

One of Cuomo's main objectives this year is to provided more targeted aid to support poorer school districts.

"Adult use of marijuana can produce revenue for the state that can rebuild the MTA and our roads and bridges throughout the state", a source close to Giambra told the News. This is less than the 4.2-percent increase originally anticipated.

Even when he seemed to be cutting in some areas, he was really just proposing smaller increases.

The governor also is relying on some one-time revenues from bank settlements after the financial crisis to pay for improving the New York City subways, funding hospitals and other health care providers, and paying for some day-to-day state operating expenses.

"We're doing everything we can to thwart the effects of the federal plan", Cuomo said. "I don't have a problem with our looking at it", he said. If state spending is kept below a 2 percent growth rate, then the more true deficit number is $1.7 billion, they said.
