Egyptian Aviation, Minister Fathi, is now in Moscow to sign the deal.

Russia's transportation minister says flights between Moscow and the Egyptian capital of Cairo are to resume in February after a two-year hiatus.

The airliner crashed over the Sinai Peninsula early on October 31, 2015 killing all 224 people onboard. "They signed a protocol between the governments of Russian Federation and Egypt on cooperation in ensuring civil aviation security", the news release runs.

Egypt's Minister of Aviation Sherif Fathy travelled to Moscow on Thursday to sign the protocols with his Russian counterpart Maxim Sokolov.

The Egyptian and Russian sides also agreed to hold meetings in April to discuss the resumption of flights from Moscow to Egyptian touristic resort cities, the ministry's statement added. Russia's ban has crippled Egypt's ailing tourism industry, a main source of national income.

Although the contents of Friday's cooperation protocol has not yet been revealed, Russia Today's Arabic service reported that it includes biometric scans, video surveillance in areas adjacent to airports, and the designation of areas for pre-boarding searches, in addition to further security measures between exit gates and aircraft.

Egyptian tourism officials and those working in the field pin hope on the return of Russian tourists as a springboard for future revival of the tourism sector in the most populous Arab country.

"There is no relation between the two agreements, as Russia's flight suspension was a political decision made after the plane crash and the resumption decision was made after the Russian authorities made sure that the security conditions at Egyptian airports went well", Mahmoud told Xinhua.

Last week Egypt and Russian Federation signed a contract for the building of Egypt's first nuclear power plant, during a visit to Cairo by President Vladimir Putin.
