As Donald Trump delivered his presidential inaugural address last January, his national security adviser Michael Flynn told a former business associate in text messages that a private plan to build nuclear reactors in the Mideast was "good to go" and that USA sanctions hobbling the plan would soon be "ripped up", a whistleblower told congressional investigators.
At an inauguration party after the speech, "The whistleblower greeted Mr. Copson.and asked how he was doing", according to an account released by Elijah Cummings, the ranking Democrat on the House committee.
The project in question - promoted by a group of former senior United States military officers, and often described as a "Marshall Plan" of sorts - would involve U.S. companies working with Russian companies to build and operate nuclear plants in the Middle East, and export spent fuel from those plants.
On Inauguration Day, according to the letter, the whistleblower met with an individual who was working with Flynn to promote a project with Russia, Alex Copson, who told the whistleblower that Flynn would ensure the sanctions would be removed, paving the way for the project to continue. "These grave allegations compel a full, credible, and bipartisan congressional investigation", Cummings wrote in the letter addressed to committee chairman Rep. Trey Gowdy (R-S.C.). The account provides the strongest claim yet that the administration was focused on unraveling the sanctions that President Barack Obama had just put in place and that Flynn had a personal motivation for doing so.
The business colleague who texted with Flynn later recounted that he also suggested sanctions against Russian Federation would be "ripped up" as one of the administration's first acts, according to the whistleblower.
As the president spoke, Flynn reportedly texted Copson that the nuclear project was "good to go", the witness said Copson told him.
Neither Copson nor an attorney for ACU responded to a request for comment.
The whistleblower also alleges that Copson said Flynn had assured him that US sanctions on Russian Federation would be "ripped up" as soon as Trump was inside the White House.
"This is the best day of my life", Copson told the whistleblower as he described the message from Flynn, Cummings said. "This is going to make for a lot of very wealthy people", Cummings's letter quotes him as saying. He was ousted as national security advisor after only 24 days on the job.
On December 1, U.S. District Court Judge Rudolph Contreras announced that Flynn had reached a plea deal with special counsel Robert Mueller to cooperate in the investigation into Russian interference in the 2016 election. "They have now informed us that they have done so".
Gowdy has not responded to requests from ABC News for comment.
The congressman said he had heard about the alleged Flynn texts from an unnamed confidential informant.
The whistleblower is not named in the five-page letter that Cummings shared with ABC News on Wednesday, and is unlikely to identify him or herself, fearing retaliation.
