The IPL Governing Council hiked the salary budget of the franchises from ₹66 crore to ₹80 crore for next year's auction, tentatively set for February.

Commenting on the fact that the team will get to pick the players from the 2015 IPL squad, the CSK director affirmed that they are not losing their head over it and are quite content with the rule.

However, a maximum of three players can be retained or matched.

In case of uncapped players, the salary cap will be Rs 3 crore per player.

Dhoni moved to Rising Pune Supergiant after CSK was banned for two years as the team's former principal Gurunath Meiyappan was found to be involved in betting activities related to the T20 league during the 2013 season. Pune and Gujarat will no longer be a part of the cash-rich league as their contracts were just for two seasons. Much to the chagrin of a few existing teams, the privilege has also been extended to Chennai Super Kings and Rajasthan Royals, who are coming back into the IPL after serving a sentence of two-year suspension.

Meanwhile, on the player retention policy, teams have been allowed to secure a maximum of five players through a combination of pre-auction retention and Right to Match (RTM) cards. The guideline is if a franchise retains three players it will have Rs 15 crore, Rs 11 crore and Rs 7 crore respectively deducted from its player purse of Rs 80 crores. The salary cap has also been increased for uncapped players.

RTM refers to a franchise's right to match the highest bidder for a player it is interested in. Governing Council has cleared up the issue and therefore Chennai Super Kings and Rajasthan Royals will be retained for the upcoming IPL season.

The IPL Governing Council (GC) took the decisions at a meeting in New Delhi on Wednesday. "In a way, we have found a middle path (with the possibility of buying back five players through retentions and RTMs)", IPL chairman Rajeev Shukla said after the meeting. Each franchise team will have a maximum of 25 players (up to eight foreign) and a minimum of 18 players.

If the franchise retains one player: The cost of the player will be 12.5 crores INR.
