"Secondly, I don't see any reason for a boycott by the Russian athletes because we allow the clean athletes there to participate".

The IOC executive board chose to suspend the ROC with immediate effect.

"They'll be called Russian athletes and not some kind of neutrals. that's very important", Zhukov said.

Some Russian athletes may be invited to compete neutrally under specific circumstances.

The US Olympic Committee praised the IOC's announcement. Mutko is at present the head of the organising committee for the 2018 World Cup and on Friday rejected suggestions that there had been systematic doping.

Tuesday's decision may have major consequences for another major sports event, next year's $11 billion soccer World Cup in Russian Federation. The World Anti-Doping Agency (WADA) sets up an independent commission headed by its former chief, Dick Pound, to investigate the claims.

The sanctions could be challenged at the Court of Arbitration for Sport. The punishment, which will mean that no Russian athletes will not compete under the country's colors, came amid intense pressure to punish the country for its alleged state-sponsored cover-up of doping by its athletes and is unprecedented in Olympic history.

"The Russian International Olympic University is providing a wide array of training programmes which attract all of our target audiences - sports officials, sports managers at different levels of seniority, coaches, athletes and ex-athletes".


The IOC decision sparked outrage in Russian Federation, with many saying the country was humiliated and others suggesting to boycott the games.

The ruling cemented that the nation was guilty of executing an extensive state-backed doping program. A review of the results from Russian athletes in the past few months has led to the disqualification of more than two dozen Russians from Sochi.

Instead, Russia blames Grigory Rodchenkov, the former director of Moscow and Sochi testing laboratories, as a rogue employee. It wants the scientist extradited from the United States, where he is a protected witness.

The president of the Russian skating union has described the decision of offensive and insulting.

The IOC Executive Board today studied and discussed the findings of the Commission led by the former President of Switzerland, Samuel Schmid, addressing the systematic manipulation of the anti-doping system in Russian Federation.

Twenty-eight Russians competing in Sochi are implicated in cheating by McLaren.

At Rio, around 270 Russians are cleared to compete, with 111 excluded. The two also made a statement applauding the IOC's decision.
