Parliamentary affairs minister Ananth Kumar had on Tuesday rejected the Congress's allegations of "delay", citing precedents of the winter session held in December in 2008 and 2013 during UPA-II rule.

CCPA met in the Parliament and finalised the schedule and agenda of the winter session.

According to sources, the Cabinet Committee on Parliamentary Affairs had met on Wednesday and made a decision to end the Parliamentary winter session by January 5.

According to a statement by the Ministry of Parliamentary Affairs, he appealed to all Political Parties for fruitful and constructive discussions on important Bills and ensure smooth functioning of both the Houses of the Parliament. In the letter dated November 21, the Congress Parliamentary Party said the apparent reason "informally" mentioned by the government for the delay was the assembly elections in Gujarat. "We expect that we will have attendance on all 14 days, including the New Year's day".

Addressing the meeting of the Congress working committee (CWC) last week, Sonia also accused the government of being "ill prepared" to implement the goods and services tax (GST), which she described as a "flawed" tax regime. Elections and Parliament sessions generally do not overlap.

Winter Session of Parliament will begin on December 15 a day after Gujarat election is over and conclude on January 5 during which key bills on triple talaq and constitutional status to the backward class commission will be taken up for passage. Congress vice-president Rahul Gandhi, who is set to be elevated as party president early next month, is also expected to launch multi-pronged attack on the Modi government.
