Meanwhile, Senate Democrats are planning to highlight the secrecy surrounding the Republican bill, saying they will debate the issue "late into the evening" in a series of floor speeches Tuesday.

"I think we're not anxious so much about that as we are getting it together so we can get a majority to vote for it", said Senate Finance Committee Chair Orrin Hatch (R-UT) when asked about public review of the legislation, according to Slate, seeming to indicate that their bill would be kept secret until it's passable on the floor of the Senate.

The aide says Democrats will begin slowing work on bills by refusing to let the Senate bypass time-consuming procedural steps, which it customarily does on most legislation. In a letter to Senate GOP leaders on Monday, Democrats noted that before Obamacare became law in 2010 they held about 100 public meetings on health care, and that the legislation went through the committee process. Many Republican senators have pushed for a more gradual phaseout in their bill, as well as preserving certain protections for preexisting conditions under the ACA not maintained in the House bill.

Senate Majority Leader Mitch McConnell has said he wants to pass the legislation by June 30.

In the six weeks since the House of Representatives passed its Obamacare repeal legislation, Senate Republicans have insisted they will craft their own bill, but few details have emerged. Health-care bill opponents want to hammer Republicans at home during the break in an effort to kill the proposal later in the month. Asked to comment, a spokesman for Republican Majority leader Mitch McConnell said only that the Senate meant to vote on nominees for Trump administration positions in the coming days.


Most of this alarming cost - much more than twice the entire cost of Obamacare - is borne by nonsmoking taxpayers in the form of higher taxes (for Medicare, Medicaid, and other programs) as well as ever-escalating health care costs (in the form of higher premiums, changing deductibles, etc.).

The bill also cuts federal subsidies that are provided to people looking to gain health care through the marketplaces that the Affordable Care Act created.

"Republicans are drafting this bill in secret because they're ashamed of it, plain and simple", said Senate Minority Leader Chuck Schumer.

"All we need are three Republicans to drop off and we can kill it", said Levin, whose organization was created to defeat Trump's agenda and works through a network of over 5,800 local grassroots groups. Lawmakers have yet to see text of a bill and are deeply divided over key questions, such as how quickly to phase out ObamaCare's Medicaid expansion.

The Senator declared that it was "completely unacceptable" that GOP members could write their bill in seclusion, with no input or insight from Senate Democrats or the public as a whole. She voted against Republicans' Obamacare repeal bill in 2015. Orrin Hatch, R-Utah, told reporters Friday. "We believe we all owe it to our constituents to pursue any bipartisan potential legislation because it profoundly impacts so many American lives".
